I have been in Berlin for several weeks now. It is a very interesting and exciting city with a mentality that I haven't fully understood yet. A lot of people just sit in cafes all day. On the other hand the rush hour is sometimes worse than in Washington. Maybe they are all trying to get home for the five o'clock tea ;-)
